DISTINGUISHING FEATURES OF THE CLASS:
The Deputy Director, DOCH is responsible for the daily management functions of the Department of Community
Housing management staff responsible for HUD assisted housing programs; coordinates all activities with the
District communities and staff. Responsible for the review and processing of all personnel actions in compliance
with the Gila River Indian Community Employee Personnel Policies and Procedures Handbook and makes
recommendations for resolution to the Director. Responsible for maintaining all Department of Community
Housing unit inventory. Incumbent acts as the Director of the Department in the absence of the Director.

ESSENTIAL FUNCTIONS:
Oversee and monitor on a daily basis the Housing Management Program, Housing Facilities, Housing
Services Program, Drug Elimination Program, Planning and Constructions activities, and other assigned staff
in compliance with Federal and Tribal requirements.Reviews personnel issues, make determinations and processes action in compliance with the Gila River Indian
Community Employee Personnel Policies and Procedures Handbook, with approval of the Director.
Participates in Tribal Department meetings and Tasks Forces to provide technical assistance and input on
housing issues as directed.Supervises, reviews, and approves subordinate staff timecards/ sheets, responsible for timely and proper
completion of performance evaluations and other appropriate personnel actions on assigned staff, as required
in the Gila River Indian Community Personnel Policies and Procedures Handbook.Provides technical assistance to staff on current, proposed housing activities and projects, and provides
assistance on special projects as directed.Responsible for the direct monitoring of housing programs and ensures compliance of all Federal, State, and
Tribal requirements.Makes regular inspections of HUD funded housing subdivisions for compliance of housing program and
facilities management requirements and takes appropriate action on noncompliance issues.Provides assistance in the preparation of the annual budget, assists in the monitoring of expenditures and
assists in corrective action to resolve discrepancies to insure strict compliance with approved budget; and the
procurement policy.o Assists in directing the planning, development, and implementation of department goals and objectives,
attends and facilitates department management meetings as required.
0 Monitors the activities and functions of the established procedures of the maintenance program, the intake
application process, and the home site process.
0 Provides weekly and monthly activity oral and written reports.
0 Perform other related duties as assigned.REQUIRED KNOWLEDGE, SKILL AND ABILITY:0 Extensive knowledge of Federal regulations on policies and procedures relating to the Native American
Housing and Self Determination Act of 1996.o Considerable knowledge of regional and local building codes.
0 Knowledge of the geographical areas of the Gila River Indian Community.
0 Ability to keep and interpret statistical records, develop statistical report and develop and monitor federal
program budget and monitor federal requirements.
0 Ability to communicate effectively, both orally and in writing, with all levels of the housing staff, local
Community Officials and Federal and State agencies.
0 Must be willing and able to work ?exible hours.
0 Ability to effectively plan and supervise the activities of the number of subordinates engaged in various
housing program activities and the ability to make pragmatism decisions.
0 Ability to understand, interpret and respond to comments and questions in the Pima Language.
0 Ability to prepare required statistical/narrative reports and oral presentations.
0 Ability to maintain effective working relationships with other employees, Community Officials and the
general public.
0 Ability to perform all physical requirements of the position; agree to maintain a Drug-free workplace.REQUIRED EDUCATION/EXPERIENCE:0 Bachelor degree from an accredited college or university in Business Administration, Public Administration,
Urban Planning, Accounting or a closely related field and six (6) years of responsible experience in the
management of housing programs, property management, renovation, housing resident services, or
community development and which includes three (3) years supervisory experience; Or0 Associate’s degree from an accredited college or university in Business Administration, Public
Administration, Urban Planning, Accounting, or a closely related field and eight (8) years of responsible
experience in the management of housing programs, property management, renovation, housing resident
services, or community development and which includes four (4) years supervisory experience.

ADDITIONAL REQUIREMENTS:

Required to pass a background check.Required to obtain a Tribal Driving permit. Valid state driver’s license with a current proof of driving record
for the past 39 months will be required to qualify for a tribal driving permit. Proof of driving record must be
submitted with application and must not be more than 60 days old from the date of submission of the
