DISTINGUISHING FEATURES OF THE CLASS:
The Administrator, Residential Programs for Youth, provides oversight and administration of the Community's
Residential Programs for Youth, which is a 24/7 Community-based residential program. Programs include group
care and emergency shelter care for children ages birth to 17 years of age. Major responsibilities include planning,
organizing, developing, coordinating, directing, overseeing, and evaluating all aspects of the program. In addition,
Administrator has primary responsibility to ensure subordinate staff complete essential day to day operational
programs and services. The nature of this position differs in scope, due to the high demand in dealing with
populations associated with complex traumatic experiences that requires a high-level of confidentiality and
sensitivity of all programs that operate on a 24/7 crisis oriented basis in a rural area.

ESSENTIAL FUNCTIONS:
Assumes full administrative responsibilities in development, implementation, evaluation of planning, ?scal
management, policies and procedures of the Residential Programs for Youth; evaluates their effectiveness
and implements appropriate changes as necessary.Trains, supervises, reviews, and enforces administrative and disciplinary actions in consultation with Human
Resource Department; prepares, signs, and discusses work performance evaluations; makes recommendation
for hire to Department Director.Prepares a variety of reports, special studies, and correspondence to Director, Divison Manager, Tribal
Administration, Community Council, and general public on Program services.Responsible for development of job standards and best practices in therapeutic intervention in a 24/7
residential setting.Coordinates efforts with internal and external stakeholders in order to attain program objectives.
Responsible for overseeing the licensing and accreditation to a behavioral health residential facility and
recognition as Medicaid reimbursable program.Demonstrates superior seamless customer service, integrity, and commitment to innovation, efficiency, and
Community/cultural connections and related activities.Performs other related duties as assignedREQUIRED KNOWLEDGE, SKILL AND ABILITY:I Knowledge of childhood and adolescent mental health and behavioral health disorders, early childhood
development and behavior modi?cation techniques and principles.I Knowledge of working with children with special needs.I Knowledge of residential treatment programs and health and social service agencies.I Knowledge of crisis intervention skills, counseling techniques, and con?ict mediation;I Knowledge of principles of supervision and management.I Knowledge of Community resources available for social, medical and economic assistance.I Knowledge of Medicaid reimbursable services.I Knowledge of the Gila River Indian Community and its laws, practices, and customsI Knowledge of principles and practices of supervision and personnel administrationI Knowledge of budget reporting systems, financial controls, funding sources, and program evaluation.I Ability to plan and control program operations in accordance within laws, regulations, and policies.I Knowledge of motivational techniques and ability to maintain positive client and staff rapport.I Maintains professional credentials as outlined in clinical practice standardsI Ability to plan, organize, direct, and review the work of others with a culturally-sensitive approachI Ability to work cooperatively with other employees, elected officials, clients, agencies, and the publicI Ability to effectively use computers and related computer application softwareI Ability to perform all physical requirements of the positionI Ability to maintain a drug-free work environmentI Ability to work more than forty hours in a work-week without additional compensation to perform assigned

REQUIRED EXPERIENCE AND TRAINING:
Master’s degree from an accredited college or university in Social Services, Psychology, Sociology or a closely
related field and a minimum of six (6) years’ experience working with children and/or adolescent and families in
an educational or behavioral health related area preferably in a residential setting or therapeutic program; and to
include a minimum of two (2) years supervisory/management experience.Licensed Master of Social Work or Licensed Clinical Social Worker credential or must obtain within 90 days of
employment.

ADDITIONAL REQUIREMENTS:
Required to pass a background check and fingerprint clearance as a condition of employment and must continue
to maintain throughout duration of employment. Background checks are required for positions that involve regular
contact with or control over Community Children in accordance with The Indian Child Protection and Family
Violence Prevention Act, 25 U.S.C. Sections 3201 through 3210 and C.F.R. Part 63 and positions that have
regular contact with the Elderly.Required mandatory reporter pursuant to Title 7, Chapter 2 (7.205), B.Required to attend Title 7 Mandatory Reporting training on a yearly basis.Required to obtain a Tribal Driving permit. Valid state driver’ s license with a current proof of driving record for
the past 39 months will be required to qualify for a tribal driving permit. Proof of driving record must be
submitted with application and must not be more than 60 days old from the date of submission of theapplication.Supervisory, Salaried Position
