Foster Care and Adoption Program Manager

Position will be co-located on both Phoenix and Mesa Campuses


Child Crisis Arizona is seeking a qualified Foster Care and Adoption Manger to join our team to further our mission of protecting Arizona's most vulnerable children from abuse and neglect, and to help build strong families.  The FCA PM works collaboratively with other members of the team, agency staff and management and community stakeholders, reporting to the Program Director. They are responsible for ensuring that the mission of the organization is carried out programmatically, that short and long-term goals are established, monitored and met. They are further responsible for personnel, operational policies, procedures, implementing applicable licensing and statutory requirements.



    • Responsible for creating and managing the implementation of procedures and protocol for efficient program functioning and utilization within all aspects of the program.
    • Ensuring that foster care adoption specialists are trained on and follow agency guidelines and policies and monitors staff records to ensure compliance.
    • Responsible for assigned personnel activities within this program, including, but not limited to:
      • Interviewing and selection of employees
      • Evaluation of employee performance
      • Providing ongoing regular supervision as assigned, including documentation of and share supervision documentation with staff
      • Ongoing training and support of staff
      • Facilitating ongoing team meetings
    • Assisting in preparation of program budget, manage program-spending, track what is needed annually and stay within allowable budget each year.
    • Planning, scheduling and allocation of staff, space and equipment as appropriate.
    • Assuming responsibility for the design, development, implementation, decisions, evaluation and quality assurance of all program services.
    • Responsible for accurate monthly, quarterly and annual reporting for all aspects of the program.
    • Responsible for ensuring all contract compliance, renewals of contracts and deadlines are met.
    • Regularly attending and serving on networking committees and other special projects related to the program as requested and/or approved by the Program Director.
    • Modeling positive adaptability within the culture of the program, sensitive and competency relating to diversities and cultural awareness.
    • Responsible for monthly billing, which includes but not limited to:
        • Verifying and tracking licensing specialists are ensuring their families complete and return their CHILDS Billing Form to verify placement dates of children in their home.
        • Assisting with rebilling of denials to DCS to get billing completed within 30-60 days.



The starting salary is dependent on education and experience.



Training, Education, Experience Requirements:

      • Education must consist of a Bachelor’s Degree in Social Service or related field, Master’s Degree preferred
      • 5 years of supervisor experience.
      • Must have experience in word processing in a Windows environment.
      • Must be at least 21 years of age.
      • Must have prior experience completing performance appraisals, facilitating disciplinary processes, providing coaching/feedback and interview/selection of candidates.
      • Must be able to display verbal and written communication skills that meet the requirements of the position and needs of clients.
